DATASET_NOT_OPEN

Hi Friends,

when I try to upload file in BSP Page , I am getting the following error.

An exception with the type CX_SY_FILE_OPEN_MODE occurred, but was neither handled locally, nor declared in a RAISING clause

<b>Exception Class:</b>CX_SY_FILE_OPEN_MODE

<b>Error name :</b>DATASET_NOT_OPEN

and I got some feed back like for this from my Basis Colleagues,

<b>Solution:</b>

Install the following Packages.

620----->SAPKB62057

640----->SAPKB64016

My question:

1. Is this is the correct solution for this Error?

2. Does this package installation  could cost any price or would it be available freely with Standard SAP Package.
